When the 2008 series plates were introduced in Egypt, there were, thankfully, very few that escaped the Utsch factory in Germany. Some of these are of a type that have never been introduced but some are accurate, they have just never been in Egypt.
There is no such thing as a genuine mint used plate that has come from Egypt. The mint painted owner provided plates are made to order specials for collectors and these officially issued ones are straight from the German factory.
Don’t buy mint plates!
