In May 2015 Ebay seller robert_roman from Dortmund in Germany was selling this Pakistan plate.
Unfortunately it is a sample for probably a bicycle rickshaw or motorized rickshaw but this type of plate was never used in Pakistan.
If you look a long way back (or search for Pakistan on here) , you will see some more of these Pakistan samples with the same number. There are several of these plates in collections that all seem to have come from Germany originally.
