In May 2015 Ebay seller robert_roman from Dortmund in Germany was selling these sample plates. He properly describes them as samples but there is a danger that another dishonest dealer will buy them and try to sell them as the real thing.
One is a Belgium government minister sample, one is a Bosnia private but not the design that is actually used and one is a Kosovo private but again not the design that is used.
Also included is a plate he is selling as an old and used German plate but it is has completely the wrong dies and not a genuine German plate at all.
