Ebay seller aligator8815 from Azerbaijan had this for sale in May 2014. It is supposed to be a Dubai plate but is absolutely nothing like any Dubai plate. It is a cheap, nasty, badly made, outright fake. It looks like some of the Cuban home-made fakes or the Afghani home-made fakes but I doubt it comes from either country.
