These are plates that Ebay seller ba_leper from Sarajevo was trying to sell in April 2014 as genuine, used, early BIH plates from 1994 or 1995. They are not genuine and have never been used. They are probably manufacturer samples rather than fakes but could be either.
The design of the 2-line plates is not that which was actually used.
Also, he has this unused BIH Federalna Policija (Federal Police) plate. Absolutely nothing like any real plate and has been described as some sort of cheap souvenir plate by a collector who lives in Bosnia.
