These plates were for sale in May 2013 on Ebay by abqmetal who uses a US forces mailing address and so is presumably in the military. He does not normally sell or collect plates and says he found these in a shop, although he does not say where the shop was. I expect he has no idea that they are complete fakes. They are not even good copies of the real plates.
Just because a plate is for sale, what makes anyone think it is genuine? If you are not 100% familiar with plates from a particular country, check the online photo archives and make sure they are correct. Are the holes right? Does it look used? Is it reflective or not? Is it embossed or printed?
Even for countries like Micronesia, there are enough photos online to see that these are fakes.
