These are plates that German Ebayer tk1619 (a.k.a hannover29) has been trying to sell during 2014.
All of these are manufacturers’ samples. Two are house numbers, two are very similar to the real plates but the numbers are much too high, one having many copies of the same number and the rest are rejected designs that were never adopted in the respective countries or manufacturing test plates.
Buying mint plates means you can end up with rubbish in your collection.
