These are supposed to be 1999 series Israeli general vehicle plates. The numbers are all possible but the dies are all the later German dies that to this day do not appear on normal plates. Two are mint and I am certain they are made to order specials on the wrong German machine whilst the first one is possibly used or could just be distressed. They were all sold by syemp in New Jersey so I am very suspicious.
There are so many genuine used Israeli plates on Ebay all the time that there is no need to buy mint ones from anybody.
