These blanks for Jordanian plates turned up in American collections in 2009 and I guess there may be more. It is believed they are from one of the Chinese plate companies who will sell you just about anything if you buy enough of them. As blanks, they are not even accurate for the 2007 series that they are supposed to be.
Probably should be classed as fakes.
