92-Iraq restricted use plates

In 2009 there were a lot of these Iraqi ‹restricted use› plates sold (mainly) by two American Ebayers dobbins1381 and eblaine1. I am sure these were brought back by servicemen from Iraq and all appear unused.
They are plates used on vehicles that have restrictions on them as far as when and where the vehicles can be used. The genuine used ones in Iraq are not well made but these are even worse and look like they were made in a back street shop somewhere in Baghdad.
They are made of very thin aluminium, hand painted and the best that can be said of them is that they are samples.
