A strange plate this one – 59521. I guess a manufacturer’s sample and said to be for Iran. However the shape of the 5 is that of an Arabic numeral with a Farsi (Persian) 5 being different.
Whatever it is, it is not a real Iranian plate or indeed from any Arabic country.
