In February 2018 Ebay seller lautze from Ober-Ramstadt in Germany was trying to sell these fake Italian plates and a pair that really are from no country at all.
The Italian plates have the wrong dies, the format is wrong and the blanks are completely wrong.
The other pair may be a sort of fake German registration but I do not believe API exists as a German code, the registration is wrong for it if it exists and the blanks are wrong. They are more like fantasy plates.
Although they look dirty and used and look like they could be genuine, always check that a plate is close to that particular country’s genuine plates. There are several websites like Francoplaque and Plateshack that have pictures of genuine plates.
These plates really are just scrap aluminium.
