In September 2017 Ebay seller cees68_nl from Zwolle in Holland was trying to sell this 1978 series Saudi Arabia plate.
He says it is used but it is a sample straight from the factory in Germany and there are 4 known mint sample plates (all slightly different) with this same number. He really ought to be able to tell the difference between a used Saudi plate and a mint sample!
There are about 100 plates in collections all with the digits 0 1 2 6 8 8 9 in various different orders. There are also some with just one different digit. ALL of them are samples and many are wrong……colour, vehicle class vs. number, black borders (that were only used on 1 batch of blanks) and stickers (that were only used on the early plates).
Nice sample but an honest seller would sell it as a sample.
Remember mint plates from most countries are never genuine.
