In April 2017 Ebay seller pinkocelot from Poughkeepsie, New York, USA was trying to sell this strange Afghanistan plate.
He says it is used, from the 1950s and was collected in the 1980s. It has a CARE, Afghanistan envelope with it.
It is an unused, made-to-order special Afghan truck plate. If it was a 1950s, 60s or 70s plate it would be white on black and the 1979 series, although black on white, had the symbol stamped into the plate on the left side and never had KABUL AFGHANISTAN painted on the plate. Owner provided, hand-painted, plates do exist but they are very much closer to the genuine, pressed official plates. This is a very low number also for the 1979 series. CARE only worked in Afghanistan from 1961 to 1979 and from 2002 onwards due to the Russian invasion of the country.
This plate is just not right and I would guess it is an Afghan made 1970s replica that is not very accurate. It is similar to other not-quite-right plates that all look like they were painted by the same man.
