In October 2016 Ebay seller miesbacherhof from Lehner in Germany was selling this Mongolia plate.
It is a test design direct from the factory in Germany and this design was not used anywhere outside the capital Ulan Bator. This one has a province code that has never existed.
Pretty plates and interesting but they only deserve a place in your collection if you want rejected test designs rather than genuine plates.
