In October and November 2015 these plates were being offered by Ebay seller afarsemon613 from Beit Shemesh in Israel. It looks like he bought a lot, or maybe all, of these plates from uzdecor-com (aka musikman33) who is a well known seller of fakes or manufacturer’s samples.
All of these plates are mint and all have something wrong with them. These are manufacturer’s samples or rejected test designs.
He does state in his adverts that they have never been used on any vehicle but he does not say they are incorrect or badly made test designs and samples.
If you buy mint plates like these, you will end up with rubbish in your collection.
