In April 2015 Ebay seller muh8668 from Russia was offering this Russian government ‹flag plate› A080AA. He is correctly advertising it as a copy (replica) and is not trying to fool anyone.
The problem will be if one of the dishonest Ebay dealers buys it and then tries to sell it as genuine and make a quick profit by cheating collectors.
There are certainly more replica flag plates in collections than genuine used ones and some of them are not even accurate copies. The other ones on this photo are just some that are known.
Do not buy mint plates or you will end up with rubbish in your collection.
