In May 2014 a Serbian seller on a Serbian auction site had this plate for sale. It has never been used, looks recently made and it has the pre-1992 Yugoslavia star with the post-1992 Serbian letters for the military (VJ). It is neither one thing nor the other.
There is always a chance that it will end up on Ebay so it is included here to make people aware of its existence as it is a design that was never used.
Check before you buy so you know if a mint plate did actually exist in that particular design.
