In about 1999 Afghanistan introduced new plates for commercial, private and taxis. Although the history is a little confused, it seems this series was not introduced in all classes in all provinces and the series was replaced again in 2004 with properly made plates using German machines.
These private vehicle plates all originated from German Ebayer 22115.1997 and could be called samples or fakes; I leave it to you to decide. These are not the official plates as they are even more crudely made than the official ones. The next photo has a big batch of later AFG plates from the same seller that are definitely fakes rather than samples.
There were back street plate shops in Kabul and other towns that used to make plates for the Taliban for use on their car bombs (pictures exist of the US Forces capturing these fake Taliban plates) and I would bet these shown here were made in those same plate shops.
