This is a plate that was for sale in January 2013 by orinoccowombel from Germany. He says it is mint. This is completely the wrong design for a permanent plate from Sri Lanka and all the temporary plates that have been seen are paper not metal. The registration is an early one from the 2000 series.
I believe this is an outright fake.
