This is a fake Japanese plate that nevada515 from Germany was trying to sell in November 2012.
It is nothing like real Japanese plates, being the wrong colour and having the holes in the wrong place. It may not even be the correct size for a Japanese plate but that is difficult to tell from the photo.
Even though this looks like a used plate, be very careful of Japanese plates unless you know them very well.
