The Ebay seller in Thailand many_shop08 sells outright fake Japanese plates as well as real ones just to confuse everyone. The biggest clue to the fake ones is that real plates from Japan always have 2 factory made stamped out holes in them. The fake plates have either the wrong dies, the wrong prefecture names that are made up, prefecture names that are backwards or number codes that do not exist on that particular colour of plate as well as having no holes.
There is no such thing as a genuine mint unused Japanese plate as the real ones are only officially issued.
Don’t buy mint plates unless the seller admits it is a sample/test design/etc.
