This Alaska Bear GOVERNOR #1 plate was reproduced in bulk in the mid 80s. They were made for a now deceased collector from Alaska and it is believed that there were many hundreds made. The fake ones have a recessed sticker box but the real ones have a flat area where the stickers are placed.
These are found in gift shops all over Alaska and have been on eBay for 20 years. They were made with the approval of the Alaska DMV and of the Governor and were made by Irwin-Hodson who have made plates for Alaska since the 1920s.
