This is an advertising display of, probably, an American replica plate manufacturer. This was found on Flickr I think and it looks like it might be from www.europeanplatesgroup.com.
Some are not quite right with the wrong dies and German bases are very, very rare for some of these jurisdictions.
Be careful out there – don’t buy mint plates from non-US countries unless you know why it’s mint. And remember that some dodgy plate dealers tell lies and half truths about the plates they are selling.
