Plates in Lebanon are owner provided, there are many shops that make plates and so there are many designs of plate. Many, many plates have been made specially for selling to collectors and, to someone who does not know the coding, look like real plates.
All Lebanese plates are in reserved blocks of numbers according to vehicle class and use and the vast majority of mint plates coming from Lebanon either have the wrong base for the number or just a wrong number.
All of the plates in this picture are mint.
The top left plate is a rental car plate and has the wrong number on it for a rental car.
The others are just a few of the hundreds of mint RL private (and a few motorcycle) plates that have been sold on Ebay over the years. Some have number that are completely wrong but others have numbers that could possibly exist. All have been made in Lebanon I am sure but all were made specially for selling to collectors and have never been on a vehicle in Lebanon.
